Walmart offers the Tatung 23" Widescreen HD LCD TV Monitor with Built-in Speakers for $998.

The 23" 16:9 LCD TV is HDTV ready. The LCD TV has a resolution of 1280 x 768 (WXGA), a 400:1 contrast ratio, 16ms response time, 3-D comb-filtering and Motion-adaptive de-interlacing. The LCD screen has a Built-in TV/cable tuner and Picture in Picture function.
The Walmart LCD TV can also be used as a Computer Monitor (1024x768px).
Pretty cool specifications for $998 and I could not find a cheaper 23" LCD TV.
