The elusive HTC Shift UMPC seems to still be unavailable. On February 11th HTC issued a press-release saying the HTC Shift is available now in Spain via Telefonica and in the UK via Orange. It looks like both carriers are still not offering the high-priced UMPC according to BoyGeniusReport and my research on the carrier's sites.
At the end of December HTC delayed the Shift from a 2007 release into 2008.
Back then I wrote that the product missed it's time window with low-cost Linux powered 7 inch notebooks taking over the market.
The HTC Shift has a price of 1,199 Euro (~$1,760). An Asus Eee PC 8G or the Everex Cloudbook sell for $399 and can pretty much perform the same tasks. See also the HTC Shift press-release from February 11th.
