iOS 9 users are reporting “Message Not Yet Downloaded” error.
iOS 9 was introduced by Apple in its popular September 9th event. Since then, it has been getting mixed reviews from the audience that has updated their Apple devices.

One of the issues with the new operating system has just been spotted when the 200-comment long support thread was noticed on Apple’s own forums.
The issue is reportedly related to the iOS 9’s Mail app and how it handles POP email accounts. When using the Stock email App, many users are unable to view emails or download any attachment from POP email accounts, as reported by the forum thread.
When trying to view the attachment from the email, users receive an error which says that “Message not yet downloaded from server”.
One of the easiest fixes to this problem is to use a third-party email client to view the attachments which are going through the error. But this fix cannot be Apple’s official solution to the problem.
Apple seems to have told one user with the issue that it originates from accounts that are designed to uproot a copy of emails saved on the server.
Be that as it may, abandoning them on the server isn't generally a possibility for people who use more than one device to check and read their POP emails.
However, iOS has gone through iOS 9.0.1 and 9.0.2 updates, but Apple has done nothing to solve this problem by claiming that this issue is related to the configuration of the Mail.
There are lots of third-party users which can easily solve this problem but that would generally be treated as ignorance on part of a big company like Apple.
