The Twitter service was suffering an outage Tuesday early morning.
Twitter has been down since about 3:30am ET on Tuesday. As of writing this report, the outage has been ongoing for 30 minutes.
Visitors of the Twitter web site are greeted with: "Something is technically wrong. Thanks for noticing—we're going to fix it up and have things back to normal soon."
Like with my kids, "soon", means apparently something else for Twitter than what I think "soon" means. 30 minutes are an eternity in the internet age.
The outage is system-wide and also affects the Twitter mobile apps. On the mobile app though some things work. I can see my Twitter account, but cannot search for tweets. Overall the app response is slow.
Twitter has acknowledged the service issues and posted on the Twitter Status page: "Some users are currently experiencing problems accessing Twitter. We are aware of the issue and are working towards a resolution."
Update 5am ET: Twitter is back online after 90 minute downtime.
Update 4:35am ET:
Twitter is still down. The outage has been already over 1 hour. The outage is right now mostly reported by European media, but I just tested via an US proxy and Twitter is also down from the United States. This is growing into a major outage for Twitter, especially if they cannot fix it until the United States wakes up in about 2 hours.
It is more than some. Sites that track if sites are online of offline are flowing over with comments.
We will update this article once Twitter is online again. In the meantime use Whatsapp or any other messaging app available out there. This is outage is not the end of the social media.

Twitter is rumored to kill the 140 character limit and allow users to post as much as 10,000 characters. If the downtime has anything to do with new software deployments related to service update is only speculation.
