Inside the Geek Mind. In May of 2016, Microsoft's Bing search engine launched a submission form for webmasters to submit their site to Bing News.
Diversification of traffic for websites is key. To completely rely on Google is baring big risks of traffic disappearing over night. There is though a second search engine out there. Microsoft's Bing search engine has in the United States a marketshare of 20%. The world-wide market share of Bing is about 10%.

Like Google, Bing also features a news section that serves current news from a curated list of sources. Sites that are news sources get additional traffic on top of the traffic through organic ranking. The traffic not just comes from users intentionally using the news sections, but also through top placements if news results on search engine result pages (SERPs), beating organic ranked results.
This is why it is very desirable for webmasters of news sites to have their sites appear in the News sections of search engines. While Google had an online form based process for Google News submissions for years, Bing had only offered email address (firstname.lastname@example.org) webmasters could use to suggest their site. For a while a email template circulated that outlined what information webmasters should provide to have their site considered as Bing News source.
Now Bing released an online form to make submitting a site to Bing News more robust. The single page submission form asks webmasters to provide general details about their site in addition to company details. The form requires to submit the URL, RSS link and Sitemap link.
As first step a webmaster need to verify the ownership of site they want to submit to Bing News in Bing Webmaster Tools.
The Bing team also provides Publisher Guidelines, which are rather brief. The guidelines say that sites are more likely to be included in Bing News if they feature newsworthy content, are original, have authority and have correct grammar and spelling. Additionally, advertising should never interfere with a site user’s experience.
Webmasters can submit more than one site by reusing the form. The Bing team response via email if the accept or decline a site into Bing News. The turn around time is currently about 10 days. If a site is declined, webmasters can re-apply after 3 months.
