Windows 7 is available starting today in UK, France and Germany at a huge discount if you pre-order it. Europe only gets full versions of Windows 7. There is no separate Upgrade SKU.
In the UK the price for the Microsoft Windows 7 Home Premium E is £149.99. If you pre-order now you only pay £44.97.
The Microsoft Windows 7 Professional E has a normal price of £219.99. If you pre-order it today you only pay £89.97.
If you are in the UK you can pre-order Windows 7 on Amazon UK.

In Germany the Windows 7 Home Premium for 49.97 Euro has already sold out on Amazon DE. Amazon says that Microsoft did not give them more Windows 7 licenses at this promotional price. In Germany only Windows 7 Home Premium is available at the discounted price.

The Microsoft Store in Germany is still offering Windows 7 Home Premium E at 49.99 in Germany, but the site is super slow right now.
