Most netbooks ship with Windows 7 Starter. Microsoft came up with the idea of a limited Windows 7 version to protect its Windows 7 pricing and still offer a low cost license to netbook manufacturers. This is not great for consumers as they get a Windows 7 version that does not even allow you to change the background image.
Other limitations of Windows 7 Starter include no Aero desktop themes, no 64-bit support (2GB RAM limit) and no Media Center.
Microsoft makes it very easy to upgrade a Windows 7 Starter system to Home Premium with Windows 7 Anytime Upgrades. The price of a Starter to Home Premium upgrade is usually $79.99, which adds quite a bit to the cost of a netbook. Right now Amazon and Best Buy are offering the Microsoft Windows 7 Anytime Upgrade Starter to Home Premium for only $19.99 with purchase of a new netbook.
