I4U reader Per B. just pointed me to an interesting open letter to mobile phone manufacturers to enable their products for blind people.

Currently a lot of blind persons around the world are using Nokia devices because for a few years there have been two professional - albeit expensive - screen reader software products for the S60 Symbian platform.

Indian company Spice recently showed a $20 Braille Phone. Samsung showed off a concept Braille phone a long time ago, but it did not make it to the market as far as I know.
