There is new evidence that there is actually water all over the place on the moon. Three space probes have all now found water on the lunar soil.
The water on the surface of the moon is not a lot - it seems to be spread very thin and it is supposedly moving. It sounds to me like the moon shows condensation.
If this new evidence of water on the moon will help with building moon bases is still open.
