Waterbury police have made a third arrest in connection with a shootout outside a strip club. Rayshan Smith, 35, of West Haven is accused of opening fire in the parking lot of Pandora's Cabaret the morning of March 22 at 141 Washington Ave. Police say  three of the shooters were bouncers contracted by the strip club.
