The HealthCare.gov site is supposed to be fully functional by the end of the month. Right now the site is partially under maintenance.
The Obamacare situation is still in a bad shape. The Whitehouse is though believing that they can fix the HealthCare.gov site until end of November. Right now you can only use the site partially as there are updates underway. For instance you can fill out your application, but you have to come back on Tuesday afternoon to review and submit it. I suggest you just wait until the site is really working.

According to the the HealthCare.gov update blog the latest improvements has been additional hardware to solve the slowness of the site. There will be multiple software releases per week going forward to fix things.
The Washington Post reports that insurers are ready to help. They of course like it when you come directly to their web site and purchase insurance without comparing.
The deadline for getting insurance under the 2010 Affordable Care Act is January 1. Uninsured people have to get insurance by December 15 to have coverage starting January 1, 2014. If you do not have a health insurance by end of March you will suffer finanical penalties. I assume though these deadlines will not be held up if the Health Insurance market place is not working properly during December.
