The exploit currently used to jailbreak iPhone 3GS phones is not working on new batches of iPhone 3GS hardware.
According to iClarified (Via BGR) iPhone 3GS phones surfaced that have a new boot Rom iBoot-359.3.2 that is not vulnerable to the 24kpwn exploit.
This does not mean that there will not be yet another exploit to jailbreak the iPhone, but it will most likely take a while until the iPhone-Dev Team or GeoHot (Blackra1n) and others will offer working tools.
