AT&T IPhone Tethering Still Delayed, What About IPhone 2010 IChat Video Calls?

The iPhone 3.0 OS brought tethering to the iPhone, but carriers decide on whether you can actually enable it.
Engadget posted a statement from AT&T yesterday that the carrier is still not ready to enable it for iPhone users in the United States, because quote: "tethering has the potential to exponentially increase traffic."

AT&T is still not in the position to give a launch date for iPhone tethering.
The new iPhone 2010 will have a front facing camera for iChat video conferencing. Will AT&T be ready to handle real-time video traffic of millions of iPhone users? Will AT&T not enable video conferencing on the new iPhone 4 OS because it "has the potential to exponentially increase traffic?"
