Here is for a change some great news about the new iPhone 4 (bad news: Reception loss, screen discoloration). The upload speeds of the iPhone 4 compared to the iPhone 3GS are found to be 5x to 10x faster.
The iPhone 4 is actually has an HSUPA enabled 3G chipset. When a carrier has its networks upgraded to support HSUPA, upload speeds dramatically improve.

Gizmodo did some real world testing of the iPhone 4 and iPhone 3GS data speeds here.
