Apple is expected to launch the free iPhone 4 Bumper program today. The company has already started to notify customers who have purchased a Bumper already that they will get a refund in the next days.
German Apple blog fscklog published emails that Bumper customers received in the last couple of hours from Apple.

Customers who did not receive the Bumper for their iPhone 4 yet got a different email. Apple updates their order and does not charge the $29.99.
Last week at the iPhone 4 Antenna Gate press-conference, Apple said that free iPhone 4 Bumpers will be available late this week. Today is Friday, the last day of the week, and I expect the Apple site to update today with the details on how to get a free bumper.
I also see huge demand for this free iPhone 4 case. So make sure you file your request for a free Bumper as early as possible. We will keep an eye on the Apple site and will report about the availability of the free bumpers as soon as they are available.
Check the Apple Store now.
Update:
The Free iPhone 4 Bumper program has launched.
