Asian Countries joins forces against Microsoft Windows

Large View on Yahoo Japan, China and South Korea have bonded to develop a new computer operating system based on Linux as an alternative to the Microsoft's Windows.

The three countries would help their private sectors develop Linux, an open-source OS that can be copied and modified freely, the reports said.

I don't know why they have to develop a new operating system, if its based on Linux, which is already an OS. Maybe some translation issues in this story.
