Apple already released the upcoming iOS 4.1 beta update for the iPhone 4 to developers. This iOS 4 release includes the announced signal bar display changes.
The iOS 4 update that only includes the signal bar changes that are supposed to dampen the antenna reception issue is dubbed iOS 4.0.1 and is rumored to be already released today.

Greek iPhone blog iPhoneHellas is reporting this. According to German iPhone blog fscklog iPhoneHellas has been correct about an iPhone OS release two years ago.

It would make sense for Apple to release the update today to have this out of the away before their surprise iPhone press conference tomorrow.
