Canadian CNGTek sells a device that allows to expand one PC to up to 10 PCs.

The PC Expanion is apparently the world's first terminal unit that does not require a CPU, hard-drive, or CD-ROM yet executes as if it's an ordinary Windows PC.
PC Expanion can run Windows based applications on your host PC: internet browsing, email, office suites. 3D games are not supported.
One PC Expansion Terminal sells for $249.00. One for each PC sharing a Host PC is needed (see diagram below), which I think just makes it a bit to expensive to be a alternative to just buy a low-end PC.
