Today, June 30th, Apple is launching the music streaming service Apple Music.
To use Apple Music on the iPhone the new iOS 8.4 version is necessary. According to a blog post of Ian Rogers, Senior Director of Apple Music, Apple will release the iOS 8.4 update already at 8am PDT, which is sooner than releases in the past.

This might though still change as Ian Rogers has removed the specific release time from his blog post (via 9to5Mac). Apple is supposed to launch the Beats 1 radio station at 9am PDT. The earlier launch could be in connection with the broadcast launch.
