The current iPad has no cameras. With the launch of FaceTime on the iPhone 4 and the latest iPod touch devices it is clear that the next iPad will have cameras. It will have two for sure. According to Barron's (via AppleInsider), Research company Detweiler Fenton reports that Apple contracted OmniVision to supply the cameras for the iPad 2G.
The new iPad for 2011 would have a 5MP camera on the back and a VGA resolution cam on the front. In November the iPad gets the iOS 4.2 update which would offer FaceTime video conferencing features. Earlier rumors suggested that Apple would launch already a new iPad with cameras next month, but it does not look like it. The iPad for the Holidays will be the one currently available.
Apple seems to also adopt a yearly release cycle for the iPad as they have done with the iPhone.
