The iPhone 4S pre-order has officially started minutes ago. The Apple Store is still down in preparation for the iPhone 4S pre-order. We just checked AT&T, Verizon and Sprint iPhone 4S pre-order pages and only Verizon seems to work. AT&T has the page not up yet and the Sprint iPhone 4S page is not loading.
Check the Apple Store if it is back up. The Apple Store offers pre-orders for all three carriers.

Apple Store is online. Good luck ordering the iPhone 4S now.

Here a first hand update on trying to order an iPhone 4S in Germany. The German Telekom is already overwhelmed with iPhone 4S order requests. The website is unresponsive and the phone lines kick callers out.
Below we have listed the details of the iPhone 4S plans each carrier is offering. Sprint has made it official that they are the only carrier offering unlimited data plans for the iPhone 4S. AT&T and Verizon are limiting data transfers to 2GB per month.
AT&T iPhone 4S Plans:
AT&T offers three data plans starting at $15/month for 200MB. The 2GB DataPro for the iPhone costs $25/month and the 4GB plan cost you $45/month. The voice plans start at $39.99/month (Nation 450).

Verizon iPhone 4S Plans:
Customers will need to purchase a voice plan beginning at $39.99 for 450 minutes and a data plan beginning at $30 for 2GB monthly access.

Sprint iPhone 4S Plans:
Plans start at just $69.99 per month plus the required $10 Premium Data add-on charge. Sprint’s Simply Everything Plan is the only plan from a national carrier to offer truly unlimited calling, data and text for just $99.99 per month plus the required $10 Premium Data add-on charge (all while on the Sprint network). The Mobile Hotspot option will be available for an additional $29.99 per month supporting up to five Wi-Fi enabled devices simultaneously. (Pricing excludes taxes and surcharges.)
