Palm announced that it would officially open its doors for the Palm webOS developers program starting in December. The program will allow developers to control how their applications are brought to market with transparency that gives the control to promote their business.

Palm announced in August that developers who wanted to offer paid apps for webOS devices could start submitting them for approval as part of an ecommerce beta program. The company will split profits from apps 70/30 for gross revenue after applicable taxes. The developer network will require a $99 annual fee and there will be two options.

The first option is distribution on the web where palm will provide sales transaction and fulfillment service for developers who wish to promote their applications online. The other method is distribution on the palm App Catalog built into each Palm OS device. Developers will have to pay an application fee of $50 per app to get them listed here.
